Who or which?

I am an English major but this question seems to arise every now and then. Hopefully someone can explain it to me for good this time. What I've been taught is: 'who' is used with persons, 'which' is used with things. But my teacher just said: there are 14 American states who ... - Now is that correct? How do you know if the noun is considered a 'person'? Like a sports team, person or thing?
