Chinese questions

1) I seem to recall reading here somewhere that what is romanized as Y is not read as /j/. Am I right?
2) How are Q, X etc. (what one commentator mentioned as pronounced wrongly) pronounced?

3) Do the names T'ien and Ch'ien mean anything? I seem to have stumbled across them somewhere. Tien I know, it means heaven. Would T'ien be better suited for a girl or a boy? I'm polishing a fanfic for HP with Cho Chang's children, that's why I ask...

EDIT: The names for the kids are my own invention.
