Hanzi question

I don't know much about Chinese/Mandarin... I'm still learning the basics and all. But I do have some basis in writing / stroke order for Chinese characters since I had a year or so of Japanese.
So am I wrong / missing something, or is the simplified version of this character more complex in terms of number of strokes than the traditional version? If so, is this very common, or is this just a rare aberration from the norm?
