寡人,諸侯自稱,言寡德之人也。河內河東皆魏地。凶,歲不熟也。移民以就食,移粟以給其老稚之不能移者。

the ruler, discussing lack/decrease of the kindness of people. inside the river, east of the river, everywhere is the Wei region. bad, harvest does not ripe, moving people ??? to eat. moving grain to give to his elderly and the young ones that cannot move.

好,去聲。填,音田。填,鼓音也。兵以鼓進,以金退。直,猶但也。言此以譬鄰國不恤其民,惠王能行小惠,然皆不能行王道以養其民,不可以此而笑彼也。楊氏曰:“移民移粟,荒政之所不廢也。然不能行先王之道,而徒以是為盡心焉,則末矣。
