Transcription error (busco la ayuda de hispanohablantes)

Hi all-

I'm wondering if any Spanish speakers (hablantes nativos, especialmente paraguayos) could take a look at this (short!) video and transcription for me:

There's a part in the transcription where the transcriber wrote:
"Hay mucho desocupado, que quieren trabajar, que no hay lo."

I know the transcription is wrong in that last part, but I'm not sure what he actually is saying. Help?
