Blonde jokes go back to the 19th century?

I'm translating part of a 19th-century opera libretto, and I came across the phrase "Votre tête est bien blonde". It's definitely not literal in this context. Is this an idiom? Perhaps meaning "you are very young/naive"? I was thinking it could refer to something like a baby chick, which is yellow and fuzzy when it first hatches . . . but now I'm just making things up. Help me out here?
