I'm at French uni and am currently trying to get my classes sorted. The class times and rooms are stuck on noticeboards. I found one of my modules and it said this in the scheduling section:

tous les 15 j a/c 28/09

Am I right in thinking that it translates to 'every fortnight, starting 28th September'? This of course brings up another question: why is a fortnight 15 days? I've also noticed that a week is referred to 8 days. Why?
