Japanese News Vocab!

Reading an article about an incident where malware acquired through filesharing is posting people's personal data and such online; trying to pick out new vocab to practice with. 95% of what I don't know I'm finding easily enough in the dictionary, but the following is giving me trouble. Any suggestions on the bolded part?
