Hi everybody!

Just a quick question.
Do you think the sentence "is very difficult to be achieved" in the following paragraph is correct or "fit"?

"In conclusion, the task set by the European Union, which aims to promote “more and better jobs” and greater social cohesion all over the continent, is very difficult to be achieved, because of the many different characteristics of the same problem in each country."
