"believe why"

Two sentences:

1) "I believe why Gary hit his mother"

2) "I don't/can't believe why Gary hit his mother"

Are they both OK, is neither OK, or is one good and the other bad? Does "why Gary hit his mother" mean the same thing in both sentences, or is there some meaning difference?
