Russian or Ukrainian?

Yesterday a balloon appeared on a tree on our road. It has a message tied to it in what I assume is Russian or Ukrainian (one neighbour has a Ukrainian name). I thought he might have put it there, but it's near our letterbox, not his, so maybe someone else left it there for him and got the house number wrong. What does it mean?
