tenses in english and deutsch

then and especially now is the skirt... - damals und besonderes heute ist der Rock... (Not sure whether to use ist or war, because I'm talking about past and present tense at the same time)

A response:

If you want to be grammatically correct, you need both: Damals war und heute ist der Rock.

Now, I know you don't need both verbs in the English version. What's that called? Is there a rule regarding it?
