English grammar (too)

Hello everyone ! I'm French, and I've studied english at school for about 8 years. I've always been taught that "to" was always followed by a non-conjugated verb.

So, could someone explain me why sometimes can be found "to + -ing" forms like in : She was looking forward to seeing him again.
I asked my english teacher and he could only tell me some confusing grammar explanation that didn't help at all ! lol
