Speakers of UK English, help?

Question for speakers of UK English-

How would you interpret the following question on a job application: "Do you need a visa to work in the UK?"

Would you interpret that as:

a) Asking the respondent if they are legally required to hold a visa to work in the UK (irrespective of whether or not they currently possess one),
or
b) Are they in need of a visa to be able to work in the UK (that is, they do not currently possess one),
or
c) Something else.

As a speaker of Canadian English, I could interpret it either way, so hence the question, as I'm not sure how it would be interpreted in the UK.
