code-switching and LPP

Some help with this please?

I came across this question (under the cut) while flipping through some of the worksheets my friend passed to me when she took this module last semester and i'm stumped. I've been thinking about the question the whole day but I just can't seem to come up with an appropriate answer.

So far, from the stuff i've read (which isn't a lot), LPP deals mainly with named varieties. So yes, I can see that language planning and policy doesn't acknowledge code-switching but i'm having trouble seeing the why part of it.
