ה in Hebrew

Hi there,

I was wondering if anyone here who knows Hebrew could explain when you are supposed to use ה in front of nouns and adjectives and when not to. I understand that it is used to make something specific, but I do not understand why it is sometimes ה-noun and ה-again with adjective, and then sometimes ה-noun and no ה on the adjective. Sometimes it seems like there can be a specific adjective but not a specific noun as well. Am I completely wrong about this, or is there an actual set of rules?

I am terribly sorry for my bad explanation of this. Thank you for any help in advance.
