"to be" or not "to be"

Hello, linguaphiles! 

I'm here today with just a quick question.  I hope a question like this has not been asked many times before.
Which of these statements do you prefer to use:

My car needs to be washed.   (or)
My car needs washed.

Another example:

The street seems to be dirty.  (or)
The street seems dirty.

And if you could also mention what region you are from, that would be fantastic!  (Also, does anyone know the name for the grammatical rule that applies to this "to be" usage?) Thank you very much! :D
