I have some questions about translating Spanish into English. They are pretty mundane.

1. How shall I translate foralidad? I do know what it means in Spanish, but I'm having a hard time coming up with an equivalent. 'Regionalism'? Just 'fuero'?

2. In the context of this phrase — académico de número de la Real Academia de la Lengua Vasca — what does 'académico de número' signify exactly? A certain position?

3. Siempre defensor de las fiestas vascas, en 1891 fue invitado a los Juegos Florales celebrados en Barcelona ... He was a 'defender of Basque parties'? Gatherings? Something else? It may be just that this wording is somewhat weird.
