I've know I've seen the numbers of the fewest Chinese characters you have to know to be able to read a Chinese newspaper, but I don't think I've ever seen the same thing for other languages. Are there lists of the fewest number of words you need to know to read X language newspapers?

Also, I've seen estimates that the average English speaker's vocabulary is between 10,000 and 45,000 words. Regardless of what number is closer to the truth, are there similar estimates for other languages?
