How do you to learn a language

and keep the ones you have already learned up to par? 

I ask because I am fascinated with and would like to learn many different languages, but it took me forever to learn German, and then my native language of American English took a real nose-dive.   I feel like I've maintained a balance between the two, but I would like to be more fluent in Spanish and I would like to begin learning French in earnest.  Italian and Dutch would be my next  choices, followed by several others.

Any suggestions would be helpful.
