"brand activation"

How is this different from "brand development"? I'm translating a marketing text into Russian, and there is a phrase listing the departments of a big car maker -- "Finance, Media and Market Research, Brand Development, Brand Activation blah blah blah." Obviously, the brand development department here is different from the brand activation department. Although normally I would never imagine these are two very different things. Are they? How? Thanks!
