I have a question for Italian speakers, here. :D

I understand the concept of "ci voglio/ci vogliono" (IE: Ci vogliono molti amici essere contenta / one needs many friends to be happy) but I don't really understand why the impersonal form isn't used. Why isn't "si voglia" used?
