a Spanish curiosity...

I'm living in Spain right now, Granada specifically, and here they use "venga" to mean "alright" or "okay" as well as "come on". It usually shows up at the end of conversations, especially phone calls or when someone's made a purchase in a store. Is this just an Andalusian or peninsular thing, or do other countries use "venga" that way?
