"abroad"

What does "abroad" mean?

The reason I ask is this--I'm American; a friend of mine asked if I was going to study abroad. I cannot afford Europe like so many of my peers are doing. Ergo, I replied, "I might try to go to Quebec in a couple years."

This was her response: "That's not abroad. To go abroad you have to cross an ocean."

I said, "Isn't studying in Mexico considered studying abroad?"

She basically said yes, because Mexico is farther away from us than is Canada, both geographically and culturally.

I don't know if I agree with that. I looked up "abroad," and one of the definitions does require that you cross an ocean.
