Odd very heavy elision in Japanese

Apologies if I make a bit less sense than is optimal; I'm tired %D

Is the phonological process which renders, for instance, "つたって" ("tsu ta tte") as "つぁって" ("tsa tte") particularly common in Japanese? I have heard it a few times. Does it have a name in Japanese (I know in English terms it would be considered a form of elision)? Are there specific regional dialects in which it crops up often? Are there any particular rules restricting its use, as far as what morae it can be used with?
