Italian "Ce n'e'"

Could you please help to understand the grammatical meaning of "ce n'e'" in the following dialog:
- C'è un passaporto qui?
- Sì, c'è.
Ce n'è uno sul tavolo.

It's more clear for me to say not "Ce n'è uno", but "C'e' uno".
Is "C'e' uno" possible?

P.S. "C'e' uno" is not possible.
P.P.S. may be this "ne" intensifies the verb after it?
